Sometimes with short stories people will just read and rate without favoriting. I've done that several times. Many click favorite for a big story they want to follow or one they will reread several times

Generally, people either use favorites to read stories later, and considering one-shots usually don't have as many favorites as to likes compared to chapter stories, that's how it usually goes. Or they really, REALLY liked it. The former's how I do it, anyway. Like being "oh, I enjoyed this, like!" while favorite is "OH MY GOSH, I LOVED THIS! Favoriting!" So, no, not bad, just how things are.
