First things first let me just say that Diamond Tiara and the CMC will not be included on this list. Okay now that we've got that out of the way we can begin. Remember this is my opinion, and my opinion only.
10. Button Mash
Basically a colt version of Gamer Luna. Recently he's seen a sort of revival in popularity because of "Don't Mine at Night" where he's voiced by Shadyvox and JanAnimations new series dedicated to him. I don't think he has his own character tag yet though and I haven't really seen him in fanfics. Though that might change soon, heck it wouldn't surprise me if months from Sweetie BellexButton Masher ships are all the range because of the animated version of "Don't Mine at Night".
9. Feather Weight
Is it just me or this colt kind of on the skinny side? Well regardless he really doesn't serve much of a role in his only episode so far but he does appear in fanfics, including a few Spiderman ponyfications. I might like to see what sort of editor in chief he is, I mean he's got to be better then Diamond Tiara.
8. Ruby Pinch
She might be the adorable daughter of Berry Punch but she doesn't really appear all that often in fanfics. Most of the time fans paint her as being embarrassed by her overprotective mom's drunken antics but there are a few that show how much she really loves her mom and how much she means to Berry Punch. Her biggest problem might be that she's a palet swap of Dinky Doo, not that anyone really minds.
7. Snails
Let me be perfectly clear that I don't think he's stupid. He's just thickheaded. He and Snips are a reference to Powerpuff Girls where the Rowdy Ruff Boys were created from snips, snails, and puppy dog tails while the Power Puff Girls were created from sugar, spice, and everything nice. He and Snips are always seen together and seem to compliment one another, and unlike Snips Snails actually uses magic, albeit only once.
6. Snips
He's certainy not stupid either but he's quite annoying. These two are pretty much the fanboys no one wants, not even Trixie. The best thing about them might be how they reacted to Trixie's return in "Magic Duel", instead of instantly worshiping Trixie again they were actually not pleased to see her and made it known several times that they didn't like her change in attitude. You have to admit you felt pretty sorry for what Trixie put them through even if they kind of deserved it. Plus unless it happened off screen Trixie never turned them back to normal in the second duel. Oops.
5. Twist
She has a very intresting and potentially cute lisp and I don't think she's a nerd. The problem is she and Apple Bloom supposedly stopped hanging out after Twist got her cutie mark and that seems kind of mean on Apple Bloom's part. We have seen Twist pop up again and I'd really like an episode that could prove there are "No hard feelings" between her and Apple Bloom for the whole cutie mark thing. Also I've seen a fanfic where Bon-Bon is her aunt and considering Twist's cutie mark that might actually be true.
4. Silver Spoon
I'm sure you all want to know what's she doing on this list without her gal pal Diamond Tiara, and more importantly why she's so high up. Well it's because of the fact that she's actually been shown to be more of a follower to Diamond Tiara, the sort of thing where she knows that what she's doing is wrong but she's too afraid to stand up for herself and go against her best friend. She also seemed to have a redemption streak going in Season 2 after "Family Appreciation Day" and didn't appear in "Ponyville Confidential" but "One Bad Apple" brought her back and made her into her one dimensional self, except at times where she seemed to not be enjoying it. Redemption is actually a pretty common theme for her character and it's one that may hopefully bleed into cannon. Probably not though because some people love bad girls. Intrestingly enough her voice actresss provides the voice of two characters in the new "Littlest Pet Shop" that are similar to Diamond Tiara and Silver Spoon.
3. Rumble
He's got a cute voice and he's the younger brother of Thunderlane so he has that going for him. Plus he's been used as a potential colt for each of the CMC in fan comics and fanfiction. I suppose I'm just a sucker for him because he's so cute. You know considering his brother Thunderlane has recently started being shipped with Rarity wouldn't it be intresting if someone wrote a ship fic between him and Sweetie Belle?
2. Pipsqueak
His Trotingham accent is adorable and he's one third of the trio that makes up the never ending fanfic "Know Your Mare". It is nice to see that he considers Luna his favorite Princess, especially since Luna is always in need of a friend. We even got to see him without his costume in "Putting Your Hoof Down" in a blink and you'll miss it cameo. His adaptation in FiW is really funny and perhaps even a bit tragic considering in that verison of "Luna Eclipsed" he wears the eyepatch because he lost an eye.

1. Dinky Doo
Derpy's little muffin. Even though she doesn't appear in "Ask Lovestruck Derpy" she's a popular fanfiction character for any stories involving Derpy. The fandom has done a lot of things with her and it's not hard to see why. There are some fics where she's only an child and others where a unicorn named Sparkler is her big sister, whether through blood line or through adoptation. Surprisingly even Doctor WhoovesxDerpy is a pretty common shipping pair there aren't a lot of fanfics or even fan material show casing Dinky's interaction with her "Father". I suppose fans just don't want to put her through the heartbreak she might suffer if Doctor Whooves is actually The Doctor and has to go away.

1170223 I said they were a reference. I never said they were like them. And the reason for not including the CMC or Diamond Tiara is because they'd take the top spots. This is intended to highlight colts and fillies that don't normally get much attention.
1170334 It's a little different since there are fewer colts and fillies to choose from as opposed to Earth Ponies as well as Pegasi and Unicorns. There are a lot more of those characters since we're not limting ourselves to a certain age, only a certain type.
