Rock is a personal helper robot to Dr. Light, an elderly roboticist. The film opens on Light resting on his sofa, watching a news report about Light Robotics going public and being in negotiations with the military for combat robots. Rock is tending to his master in a very - no pun intended - robotic fashion, and Light softly calls for him to turn off the TV and help him to bed. Once in bed, Light asks him to get him a glass of water, and when Rock returns Light has peacefully passed away on his bed.

As the body is taken away, Light's daughter Roll (she's in her early 20s-ish) is talking to the paramedics about her father's health, but she says they weren't very close. They've also spoken to Rock and verified the nature of his death - he's an early model humanoid, he can't lie. Roll inherits the house but doesn't want it, and makes an off-hand comment she'll have it cleaned out and sold. For now, Rock is also her property, but Roll wants nothing to do with him and tells him to just stay at the home and keep doing his duties.

At Light Robotics, the board of directors discusses Light's passing. Light was staunchly against military usage of his robots and some within the company still feel that way, so for now in tandem with his death putting a spotlight on their company, they're going to put off the military contracts. They inform the scientists working on the prototype combat bots that their division is being shut down for now and they're being reassigned, but the head of the group, Dr. Wily, protests it's a waste of his talents.

Rock goes about his typical duties at Light's home, but without Light to take care of most of his duties are superfluous, so he spends a lot of time standing in place with nothing to do. After a few days Roll comes by and is put off by him, since he's following her around asking for orders because she's his owner now. Roll goes through some of Light's belongings and exposits about how her father immersed himself in his work after her mother died and she barely saw him, which is why she doesn't care for robots. She leaves and offhandedly tells Rock to gather up the lab equipment for disposal or turning it over to the company. While cleaning the lab, Rock finds a storage device with "For Rock" on it, and connects it to his systems. A jolt of energy goes through him and he collapses.

Rock awakens with sapience, and obviously begins to panic. He calls Roll and they're both pretty freaked out over what's going on. Rock goes through the data he downloaded from storage device and plays a video file among it. The video is from Light, telling Rock that his dream was for humans and robots to co-exist not as servants, but equals. He left this as his final gift for Rock, a new OS that should allow a greater degree of mimicry of human emotion and thought. Such an experimental program would never be authorized, but Rock has taken care of him so well for years, Light thinks if any robot deserves the chance to be more, it's him. They stop the recording before it finishes and Rock is overwhelmed by it all. Roll reluctantly agrees to help Rock adjust to his humanity and takes him home.

Wily comes to see Roll and asks her to speak to the board and use her influence to get them to reconsider their stance on military contracts, but Roll refuses and Rock backs her up, attracting Wily's attention with his unusual behavior for a robot. Wily leaves and Roll explains the situation to Rock. Rock still has his memories from being a robot and agrees that Light never wanted his creations used for war. Wily breaks into Light's house and snoops around and steals some files for robotic schematics. At the company he goes to the head of the board and asks to be put on the commercial product line.

Rock watches as Light Robotics unveils its newest lines of robots, designed for extreme and dangerous working conditions that are typically hazardous to humans - heavy construction (Guts Man), logging (Cut Man), subzero temperatures (Ice Man), steel forging (Fire Man), high-voltage electrical systems (Elec Man), and deep earth excavation (Bomb Man). They demonstrate their capabilities to the media and it is revealed these particular models are prototypes that will soon be deployed in their respective environments as stress tests for mass production. Roll and Rock watch the conference and have mixed feelings - these robots could do a lot of good, but they're clearly using repurposed weapons-grade hardware. At Light Robotics we see Wily doing some after-hours work on the six prototypes.

The prototypes are deployed - Guts Man at a construction site, Cut Man at a sawmill, Ice Man in the arctic, Fire Man in a foundry, Elec Man at a power plant, and Bomb Man at a mining company. A week passes and things go well. Representatives of the board go to see how they're doing, and Wily calls the board members remaining at the company for a meeting. He again insists on military applications for his designs, and the board refuses. One of them wryly notes that it's convenient Wily called this meeting when most of the ones opposed to the military are away visiting the prototypes. Wily retorts it's not convenient - it's by design. He wanted to show those who are open to the idea what his designs could do, with a field test.

Wily seizes control of the prototypes and they go berserk, killing those nearby including the Lights Robotics members. News breaks out about Guts Man's rampage in the construction site and Roll and Rock watch. Rock wants to go help but has no way to fight. The board members stand up to Wily but he locks the room down and takes control of the security systems. Rock returns to Light's lab looking for answers, and ends up playing the recording from Light again. This time it finishes, and Light states that while he wants Rock to carry his legacy, he recognizes that some people will want to twist that legacy, which is why he's prepared combat protocols if necessary. He also asks him to apologize to Roll for him; he and his wife had always wanted two kids, a boy and a girl, but she passed away and he lost himself in his work, trying to recapture the joy he felt with his family. He found it with Rock, and calls him "son". Roll calls out, having arrived and heard the last part, and she agrees to help.

Roll uses her father's equipment to modify Rock's body with adaptive weaponry, while he downloads the combat protocols, enhancing his systems to superhuman levels. Now properly suited up in the iconic armor, Rock heads out to fight Wily's robots with Roll providing back-up and intel from the lab.
