In the year 2087, humanity was devastated in nuclear war, and the survivors have struggled to survive among the ruins of civilization even as the wars continue using ground forces. Many regions of the world have fallen into anarchy and chaos as their governments abandon them due to nuclear fallout, dwindling supplies, and loss of infrastructure.
Robert Loxley, a young man drafted for the frontlines, is dismissed and returns home to England. In his long absence his city has long been destroyed and a new village has been built a few miles down from its ruins. The village is overseen by a man calling himself "Lord John" and his enforcers led by "The Sheriff". John's men are armed with military equipment looted from an old base, and the simple fact they have firearms and body armor means there's no hope of the commoners standing up to them.
The two are willing to let Robert live in their city, and claim that they protect the people from bandits and scavengers living in the ruins of the old city, which the people refer to as the Scrap Forest. However, he soon sees that the two are hoarding food and supplies for themselves and those they favor, and exploiting the labor of the village to live in comfort. Disgusted, he protests John's rule and for his crime he is banished. Robert takes refuge in the Scrap Forest and meets the bandits living there, led by a man who calls himself Little John who possesses a cybernetic arm that grants him great strength.
Robert learns that the bandits were exiled from the village when they tried to rise up against Lord John and were brutally put down, and Little John got his nickname as an insult from Lord John, who laughed at the idea of him leading. John's right-hands in the bandits are Tuck, a minister who still preaches the gospel, and Scarlet, an agile and sneaky infiltrator. Robert beats Little John in combat and takes control the bandits, and tells them they have to free the village from Lord John. The bandits protest that the Sheriff's men have guns and they don't; there's no way they can fight back.
Robert replies that they don't need guns to fight back, and shows them a trick he picked up on the frontlines of the war - when you run out of ammo and the enemy is still coming, you make due with what you have. He fashions a crude bow and arrow and demonstrates it can pierce the body armor of the guards. The bandits begin training in archery and attacking Lord John's men as they come out for salvage missions, slowly gathering supplies for an all-out attack.
