What happened was that Rita got fed up with the Green Ranger saving the team all the time and set up a green candle to drain him of his powers unless he swore loyalty to her. Tommy refused but his friends failed to retrieve the candle before it burned out, Tommy gave his ranger coin to Jason and left. Jason could occassionally call on the green ranger's powers to aid him in battle. Tommy returned and agreed to let Zordon power the dragon coin with some of his power, he got the other power coins and dragon dager back only to supposedly get electrocuted by a forcefield. He woke up, having been recharged by said forcefield and from then on Zordon could occassionally repower his coin to a limited extent.
