This story takes place in The Eeveeverse Continuum.

My name is Elsa Keyes.

Until recently, I thought I was a fairly typical young adult, but unlike all of my classmates from High School I skipped higher education and student loans in favor of a stable income. Things could have been better, but I was making my way through the day to day. Then my parents die in an accident, and when I'm finally able to start moving on I'm contacted by the God Pokemon Arceus with an offer to go to Equestria because Discord apparently did something to a bunch of other people that turned them into Pokemon, and he says he needs someone to keep an eye on things for him. I've got nothing really holding me to my life here anymore, so I agree.

Having to become a Mew and not being able to return to Earth isn't all that bad a price to pay, even if catnip makes my head go all funny now.

Alright I lied an hour ago and made time to read it. I like this so far, I like the premise and I can’t help but wonder where you’re going to go with it. How is she going to find beings scattered across the world?

Just as a heads up here and now for anyone reading this, (though I should probably add this to an authors notes somewhere), I only consider stories that are actually in the "Canon" folder of the Eeveeverse group to be valid candidates for any potential crossovers with this story, and I have to be careful about how I have Elsa interact with the Pack once she finds out about them. Don't want to say much more without giving away any spoilers, so I think I'll leave things at that.

I'm giving this one for free, since it's going to become fairly obvious in some of the upcoming chapters. Not right away. There's still some world building to do before I get to that. The mystery of the UnOwN has been a main point of the idea behind this story since shortly after I got the idea, which was to explore some of the more "behind the scenes" aspects of the Eevee-verse. Another minor point I'm comfortable telling now, since it's really no secret, is that the unexpected number of "Alien" minds she found with her ping was a result of Summons, which she hadn't run across yet. Sure, she "found" the Canterlot University Campus, during her exploration of the city, but she hadn't actually gone into it yet and located the Summoners Circle.
As for the what, why and how for the rest...

I’m 99% sure it’s not the direction you’re taking this, but if your Mew were the Other in The Eeveeverse. Someone who can know and thus teach every move, who keeps tabs on the ‘vees, able to reach mind-to-mind across half the world, with the experience of all other mew to draw on...

Yes, I am communicating with Symphonicdysonince while writing this story, and coordinating world-building together, but unless/until they move this story from the "Optional Canon" folder to the "Main Canon" folder in The Eeveeverse Group it's not "Canon" to Equestrian Eeveelution.

I would have to investigate that later, but more curiously were the pockets scattered across the world that I could swear were the collective gestalt consciousness of large concentrations of UnOwN if my memories weren't playing tricks on me. Their exact locations were hidden and muddled behind the sort of obscuring fields which were typical of UnOwN, but most of them seemed to be located either under or in the vicinity of most of the major cities on the continent below me.

In researching and lore crafting my own story, I came to realize that this is not just unusual. Nor is it like “yea we’re tied to the Pokémon world, Fire and Steel showed us that already” sort of discovery. It is Big. And what it could mean is Big.

And I’m going to steal why I think that is so for my own story when I get there.

This is excellent so far. Elsa is a sweetheart so far, and I'm glad that you still have her grieving. Too many stories have the characters bounce back from that too quickly...and even years later the right sort of reminder can bring that melancholy nostalgia back.

And of course the pokemon Guardian ends up hanging out at the palace with the Sisters.

"Ok, that's cute as Tartarus, but you still need to get down from there you silly cat." I hear one of the Guard-ponies below me say.

I realized a couple years ago that, given a few centuries to accumulate--much less a full millennium!--compound interest on investments could wind up with an individual immortal owning almost everything, or at least a piece of everything. It would take some major economic upheaval to disrupt *that* apple cart!

Letting this one go, since this is more or less behind the scenes world building stuff that won't get highlighted all that much beyond this chapter. It may make a few more anecdotal appearances here and there, but it's not all that important to the overall story itself.

The inspiration for this idea actually came from the Fable games. In particular, Fable III, where you have to "Make Hard Choices" to build up the necessary funds in order to raise an army capable of fending off the Big Bad's forces... or you can just buy and rent out every home and store in the world before becoming King/Queen, wait five minutes, and dump 5-million gold into your kingdom's treasury from your personal funds, which are usually otherwise useless to you by that point in the game anyway...

On a world-building point, Midknight more or less has the right of it in that Celestia has stakes in pretty much everything across Equestria, and yes, this includes Sweet Apple Acres and Barnyard Bargains, though by this point the Apples have paid her back for the initial investment and she maintains a 1% stake more as a formality than anything else. What she owns of Barnyard Bargains on the other hand, is closer to 10%. Business, retail, agriculture, manufacturing, private R&D, housing, media, news, private utilities... you name it, chances are she's probably got a few bits in it. She figured out a few centuries ago that people don't like taxes, and that creativity and the economy both tend to flourish when they have more of that money in their pockets, so she figured out a way to build up to a system where she could still fund the government with as few taxes as necessary, while encouraging both as much as possible.

The initial Economic boom from lowering taxes actually resulted in more tax revenue coming into the government, since there were more Equestrians working, and therefore earning and investing money that could then be taxed, which also opened up more investment opportunities for Celestia to put money into. Give the Economy and those investments a few centuries to build up and you have a recipe for someone with an almost obscene amount of personal wealth, if it weren't for the fact that she turns around and puts most of that money into either the Government's day to day expenses, her School for Gifted Unicorns (which is completely privately owned and funded by her. Students don't even have to pay tuition fees, but the entrance exam and scholastic standards they're held to once they're in more than make up for that), or various charities that she's vetted for where their money actually ends up. Even then, funding the Equestrian Government is a herculean task, and any Major infrastructure projects still require donations from either the Nobles, or public crowd-funding.
