Caretaker Part 2
Starbase Independence: Stardate 54985.4
It had been a whirlwind time for Captain Janeway since Voyager's successful return to Earth. From debriefing at Starfleet Command to interviews with FNN and other Federation media outlets, it had been dizzying but now she was facing the one officer in Starfleet that gave her the most conflicting emotions.
"Captain Janeway."
"Admiral." Janeway's response to Garrett was chilled. "You knew." That single statement was an accusation.
"Yes, Captain. I knew. I knew... Admiral Sulu knew. Admiral Pike knew. Captain Kirk knew. We've known for a hundred years."
"Yes... Project Sunset! I'd get a cold chill every time a Code Sunset was tripped. But worse..."
"Worse was when you had no warning at all and people died," Garrett said calmly. "Project Sunset isn't magic, Captain. We caught a lucky break that allowed us to save a great many lives but it wasn't all-seeing. I had to let a war with the Dominion start. It was a war that was destined to kill millions because as we spent a century looking for solutions, we found that even if we averted THIS war, one would still be as inevitable at some point and we had to fight the war we knew we could win. Yes. At Betazed I made a calculated roll of the dice but I had to allow Operation Return to happen as predicted, even knowing we were going to lose thousands of lives because it was necessary if we were to have any chance to win. Even when I did intervene... I called off the Attack on the Tyra system because I knew it was going to be a disaster but fleet morale still plunged as everyone wanted to know WHEN we were going to hit back! We were able to save Ninety-eight starships but even so, it was not without consequence.
"It was no different with your crew. The good you have done in exploring the Delta Quadrant and making contact with dozens of new races has been immense. And there is how you've reduced the Borg threat. If I had scrubbed Voyager's mission, that would never have happened. So I did what I could. Taking away Lt. Stadi, your medical staff, and your entire astrometrics department to save their lives. Giving you information to save others but knowing that some WOULD still die and it was a price that had to be paid and sits on my head because I had to make that call. I regret it but I won't apologize for it, Captain. Because that is the responsibility that comes with command. If you can't accept that then you shouldn't be wearing that uniform. If you can...
"I've had this responsibility going on thirty years now. The Husnock have raided Federation ships and it's because I decided to spare a single Federation Colony. Had they destroyed the Rana IV colony, an aggrieved being of unimaginable power would have destroyed the entire Husnock race. Fifty Billion people all gone in an instant but because that was prevented from happening, Federation citizens will die. And even after a century, there is still more to come. In the years ahead, more billions of lives will depend on what the person in this office chooses to do. I need someone who can make those choices to succeed me here. Are you up to the job?"
Janeway looked at the admiral stunned.
"You don't have to decide right now. We have... Time..." Garrett actually smiled. "In the meantime, I need to go speak to another Captain Janeway. Her ship still has a long way to go. It will take her crew time but I expect they'll make it back sometime in the next sixteen years or so. Sooner if we can help it."
So are Discord and Q the same person in this story?
Code Sunset must be absolutely terrifying to encounter. Specially once they find out where it came from

Actually, there was an episode where Voyager set down on a 'Demon' class planet looking to replenish its Deuterium supplies. They came in contact with a biomimetic lifeform called 'Silver Blood' which ended up creating a complete copy of Voyager and her crew which then set off for 'home' Earth. They made some breakthrough enhancements on their Warp Drive but the enhancements created a type of radiation that while harmless to humans, caused the silver blood to breakdown. A Sunset file warned them against making the enhancements. Admiral Garrett figures this Voyager will do as well as the Voyager from the original Endgame timeline.

Considering how the Dominion took a swipe at Coridan to deprive Dilithium resources to the Federation and its allies. You KNOW an attack on Equestria is inevitable And the rumors that 'Gods' protect the planet? PREPOSTEROUS! Only the Founders are TRUE Gods!
The silver blood Voyager is still intact? That's really good, that episode was such a gut punch with how it ended.
Did that other ship in the Delta get a Code Sunset when they tried to use those aliens to enhance their warp drive? Or did their horrid disregard for what the federation stands for have to be allowed?
The Husnock... wow, now THAT was a deep cut, I'm impressed. Saving them would be a thing to do, but they are such a footnote in the episode, desiopt being its catalyst, that I had all but forgotten they were destroyed.
Unless Sunset/Trixi have been updating things, or using STO/The books/Comics (darn near all of which can't be cannon any longer due to Picard) the files are all but run out by now. There is Nemesis and maybe Insurrection.
Depending on how your interpret Bad Robot having the Licence for "Prime", Hobus' Supernova would be the last thing that can be touched on, and that might never happen, as it could well be its own splinter dimension, anyway.
STO adds things, bullet points leading up to 2409 and then its storylines... If STO does come into place the amount of code Sunsets that would start going off all at the same time would be staggering.

The USS Equinox got called to Starbase Independence instead of letting it anywhere NEAR the Badlands to prevent it from being sent to the Delta Quadrant, sparing the ship and virtually the entire crew of 80 from death (And HALF of these people were killed long before the survivors began murdering alien life forms.) So Captain Ransom and Lieutenant Max Burke can instead carry out whatever scut jobs Admiral Garrett can find until she decides that the wheat is separated from the chaff. The admiral can accept that circumstances can break anyone BUT she is going to watching these people very closely.
As for the books, Forged in Fire, The Rihannsu series, Final Reflection, and How Much for Just the Planet DO seem to have happened But which of the others fit is hard to measure since they tend to contradict. I'd bet odds that Books by Howard Weinstein prove accurate (He wrote the TAS episode "The Pirates of Orion' so he's been tested. Marshak and Culbreath I'm going to say no. Peter David is an excellent writer but it looks like Imzadi and thus Imzadi II doesn't pan out since Imzadi had Commodore Data commanding the Enterprise -F instead of being destroyed.
After reading all of these chapters I wonder if Sunset tipped them off about the rebellion that doomed the flotilla? Even if they stopped the supernova that is an issue that probably should be delt with.
