The pic is just a early drawing for the character. I'm trying to find a artist for the story. For the mega evolution symbol that the best pic I could find for what descries the mark to be true that not a Cutie mark the story will tell what it really is.
Of course, he can use magic without a horn because making a believable non-Gary Stu character would be too easy.
