I think it was more of a coincidence to look like that.

It may be a mix of the traces of Mister T's influences on Storm's design (admitted by artist Paul Smith) and the blink. Specially the later on the sense that Mister T took from African tribes, like the feather and hair cut coming from the Mandinka warriors. Which is not too different from Zecora's ear and neck rings that also taking from African culture.
