Maybe even before the USA bombed Japan, so Lorenzo can influence events and technology about atomic bombs, energy, etc
For example, if he makes Japan surrender before the USA can start researching the atomic bomb,energy and use it on Japan

I think helping Mr. House is one of the best options, he is one of the few who wants and has resources to rebuild and help humanity in his way
I think one of his future plans was to create some space station for many people to live in, or something in similar , generally something in space but I can't remember

no I know this, I'm sayin lorenzo can launch the anti radiation spells in arcane bombs, making large areas that normally kill someone, less likely to kill someone with radiation and just more general environment

how do you feel pre war nations would react to the empire? and how do you feel POST war ones would, this includes the enclave and such

At the moment I have some ideas for some of them and their reactions

Let's say Empire appeared after the end of the war

Wasn't Brotherhood kind of fans of technology , especially the pre-war ones?
They searched for it for and were taking it for themselves , even from others
Brotherhood would maybe see Empire as a haven of technology then?

The Institute would want to relocate there to have better access to technology and continue to do science,etc

Edwin House would also see an ally that could help him rebuild New Vegas and areas close by

NCR would see Empire as an ally that could bring some stabilization, order and help

Caesar's Legion will see Empire as rival they can't fight but will have to wait and see if they will be noticed by it

Enclave is what is left of the USA government so they will probably see Empire as an enemy that wasn't touched by war,is fresh,etc so like Legion they will try to not be noticed if they won't want to be friendly with Empire
