I have to explain the joke to what is possibly a concern troll...

Context is very important. Unless he's an Islamist or an anti-American socialist\Progressive, it's much more likely this is a satirical or joking meme. It's meant to get under the easily offended's skin or to have some dark humor as a way to cope from an almost 20 year old world changing tragedy where 3,000+ people died while the survivors are still choking on asbestos lung scars. All because a bunch of sand niggers decided to to keep pursuing their extremist politics and a 1,500+ years long religious holy war against literally everybody. Celebrating 9/11 isn't supposed to be a happy occasion of any kind, unless you're said extremists.

A concern troll can be tricky to identify and I'm not 100% sure if you are either. It's like trying to understand sarcasm through text, it really depends on having more context or what the goal was. Needless to say, I'm very sure Distorted Flare knows exactly what he's doing.
