No, your story does not have to be complete when you submit it. In fact, if your story is very large, you may want to hold off on adding chapters and do it on a regular schedule. You need to have 1,000 words, either in one chapter or in many, published before you submit the piece. After that, adding chapters is as easy as hitting the "publish" button. Best of luck!
