This universe is abnormal, impossible and worrying, nothing makes sense as more data arrives from the exploration ships.
The “empire” Forerunner currently has 200 million Dreadnought-class exploration ships, 300 million Despairs-class and 500 million Key ships.

I never imagined so much controversy in cataloging a species, they are as primitive as humans in the middle ages, but magical engineering, magic in general, makes it very difficult to catalog them.
