Twilight's eyebrows furrowed in concern. While she cared deeply about her friends, she couldn't risk a butterfly effect. Why risk a lot of innocent lives and reputations for the sake of one? With that in mind, Twilight sighed and steeled her resolve. "Listen, Rarity. What you did is unforgivable, even if you claim that it was a mistake. A pony that made a mistake and feels as remorseful and guilty as you pretend to be, does not keep this kind of deed hidden or try to frame it as a suicide. So you can make either one of these choices."

I think a deeper investigation of the bottle would be in order.

Maybe it's not clearly stated in the story, but the seller is innocent, it was Rarity who fumbled the dosage. From where I am, you can choose the dose for the medications so it isn't that strange. Also, later she explains that she used the drops "for the intended purposes" aka insomnia. This all started because Rarity was fighting with Sassy and she threatened her, so I intentionally left it ambiguous if Rarity was desperate enough to kill or if she truly made a mistake.
