Not gonna lie, the storm king still seems like an idiot. However, a massive improvement was giving Sombra a near 180 from the pompous prick he was in the last season. Cool, calculating, not rushing head first into a plan with only early gain.

I don’t know that “goofiness” necessarily makes a villain less menacing. The Joker immediately comes to mind -- and while his scariness has definitely varied over different incarnations, on a good day (which is to say, a bad day for everybody else) his clowning around and unpredictability to go with it do seem to serve well to put people around him more on edge than they would be around a crime boss who’s just dead serious all the time.

Man, the Storm King has terrible intelligence on Equestria, both tactically and strategically. Another story with Anon and the Storm King sold me on the idea of killing him and taking over his army rather than dealing with him at all, and I'd be onboard with that here.

Aside from the Staff, what even makes him a king? Sombra has personal power, experience ruling the Crystal Empire, regal bearing and poise, and zero registered complaints from his troops since they're mostly mind-controlled. The Storm King is disloyal and cruel to his own servants, concerned with his ego above administrating territory (the Storm King merch), and is just a monkey with a stick. The yetis would probably be glad to be rid of him in exchange for Sombra, he's such a dunce.
