It's about them being turned into Pokemon and not Digimon, but I think it's one of the few fics that does that well. And is honestly one of my favorites. Heavily influenced this fic even.

Being digidestined doesn't mean they get automatically launched into the digital world. Since in Digimon Adv. 2, two out of three new digidestined didn't get transported after receiving their digivice. That was done by the computer. Kari herself didn't get transported the first time around either. 'Sides, getting access to the digital world isn't that difficult in future seasons, Light novel (Digimon Seekers) or recently in Webcomic (Digimon Liberators). What separates a digidestined and Tamer, is that the former get their digivice from a powerful entity like Homoestasis or Yggdrasill and are given a mission. That's why in Digimon Season 3 they're known as tamers since they don't receive a mission from an entity and their digivices were created through other means. It was never fate or destiny that they received such devices and so many gotten one. Those kids choose to get involved and help out when they could've easily left it alone. It was their choice.

As for the story, I just saw the comment section on that story. I will happily await that next chapter.
Even after all this time I still remember what happened in that story. I want to see it finalized in time.

Forgot to add this on my explanation. Digidestined have their partners already set up for them. They don't choose their partner, it's just given to them. Tamers often have to form that connection on their own. How? That really depends on the person and digimon, so multiple ways.
