Look, with EqG, there's a certain point where you just gotta roll with it and save yourself the headache trying to logic it out. 
Truthfully, Spike transforming from a dragon into a dog doesn't make all that much sense in of itself, and yet here we are.

Yeah, that Spike is now a "pet" thing wasn't the best thought out idea. But then again even in his home universe Twi's treatment of him was...shaky at best for a good portion of G4's run.
As to Winona turning into a dragon...well if PV Winona went through the portal...maybe she'd turn into I dunno a lizard of some kind as EQG is pseudo-Earth which last I checked doesn't have dragons (or at barest minimum hasn't in a very long time) so the inverse of EQG Winona turning into a Dragon makes a certain (albeit weird) kind of sense.
My fave HC is from another writer who had it set up so his version of the portal could turn you into a version best suited to your personality, i.e. one of the characters is a DT style brat who turns into a dragon, one of the BFFs wife turns into a Griff IIRC, etc.
But yeah, if one of our fluff-butts suddenly gained bipedal sentience...shenanigans would almost definitely follow close behind.

I'll concede the funnier part.
But there's no way to know for sure if all dragons are dogs and all dogs are dragons, because Spike is the only one we've seen. We have no idea if there's a direct correlation.

The way I see it, the portal gives passers-through the same body that their other self has in order to maintain balance. So, the only reason why Spike becomes a dog is because his counterpart is also a dog. (This is also why Twilight becomes 16 when passing through despite being a 20-something.)
This is why I asked why Winona would become a dragon if her other self is still a dog, but again, I'll let it slide because it's a humourous fanfic.

I did read someone's fic that covered it. Yona, Silverstream and Sandbar all became human. Gallus became a parrot, Ocelleus stayed the same but could still shape-shift so disguised herself as a human, Smolder became a dog.

Again... no direct correlation can be made for sure. We can't just say ALL dragons are dogs and vice versa just because Spike is. We don't know where the EqG version of Ember and Smolder are, let alone what species they are.
