I know what this place is. I too have been in such a place, albeit in a dream realm. The unborn-and-aborted/stillborn/premature-and-sick/unhealthy babies go to this place before they go off to the next and final journey stop. I know this place because I have been in this place. I did die once as a baby (for a few minutes I was legally dead at 1 month old, before being resuscitated). I, of course didn't recognize where I was, being so young. Yet I was here again recently. As an adult. I very much so died for a few minutes in February, when I had COVID-19. It took my aunt 3 minutes to resuscitate me. Yet I was once again in this nursery, only this time, I was helping for the care of young ones. Therefore, reading this was eerie....unsettling, but in a good way strangely.
Maybe Luna wants to be a bit motherly but to who?

Okay, so let me clarify: Luna is in charge of escorting souls to the afterlife. Many of those ponies are foals who were never loved in life. This is Luna’s way of giving them peace, showing them love, cleaning them up so they will look angelic in heaven.

If you would prefer this to be a private, personally as someone who also believes in the concept of a soul I don't think a person is assigned one until through either about to be born or at birth, so I personally don't think the aborted or the miscarried would be amongst these people because they never gotten a chance to be a sign a soll
Honestly, I thought this was more bittersweet than sad. Like, what Luna does here is immensely depressing sure, but also sweet in that she’s undoubtedly providing pure joy for each of these fillies and colts, even if it is short lived…
