Has a Twelve Monkeys vibe, or DNA2, good notion to it...and a disaster where all the food is gone? Rather interesting. Unsure how that relates to parts of the city being destroyed, or Othe having a disfigured horn, but a solid prospect. Of course trying to contain a Pinkie Pie is a fools errand, but trusting tech to go back in time where you could erase yourself from reality might do that.

Haven't the faintest about the destruction...likely due to 'efforts' to catch Pinkie is my guess. As for his horn, perhaps a lack of certain vitamins and poor nutrition are factors. You can't grow if you don't have fuel to work with.
