I got the impression that any child impregnated in Cadance will be an alicorn. Her pregnancies besides Flurry Heart were embryos transferred from other ponies, if I understood correctly.

Cadance’s foals are conceived by simple impregnation from her stallions. Personally, I think alicorns are supposed to have regular foals, but Flurry Heart is a magical anomaly.

I would think they would do a little more prep work for the sake of the twins. Like be abnormally slow and deliberate with the typing up and going through the rules they already know. Flurry is a princess so putting on a show would be part of what she does.
