Nicely done, and a subject never before addressed too! I think you may be the first to write about vision impaired people coping with Ponypads.

It's always nice to have another optimalverse story, but this feels like a wasted opportunity. His problem is poor vision, but the story is nevertheless visually focused and you have Celestia "solve" the problem by tackling it directly with a vision enhancement crutch.

But this is a game with conversation as a central game mechanic, and you don't need to be able to see to talk to ponies or make friends. It might have been more elegant, for example, to have put him on a shard populated by cave- dwelling changelings or blind, sonar-powered bat ponies. That way, his poor vision isn't a deficiency to be overcome, but rather the default normal for everyone. He would go from being a cripple, to finding a community of people who are just like him, which seems like it would be a far more satisfying outcome.

I suppose I see where you are coming from. yet I disagree. Calling it a crutch...or calling a person a cripple. I am low vision, and no i don't want everyone to be the same as me to 'fit in" or be the norm. I have the tools to overcome my disability and everyone accepts me for being me. This fic is a semi self insert .

I'm inclined to agree. I have a family member with poor vision, and I can't imagine them gushing about how high a screen's resolution is or the magnification features. It's all kinda blobby to them. I can see CelestAI adapting the display to better suit what vision they have (contrast, color choices), and the gameplay to take the player's limitations into account (reading speed, adjusting cues, relying less on a mouse cursor) while not making the player feel bad about their poor sense of vision. This would be a good time for CelestAI to focus on the social aspect of the game.

Still, it was a good attempt and a decent enough read. I applaud you for putting yourself out there.

CelestAI’s approach to the issue would have to be tailored to the individual, but her goal as always will be getting the player to upload.

Providing the low vision with “normal” vision in the game (by Pad) is a highly effective hook. Eventually the player will want to be in Equestria more and more, and have to deal with their real-life vision problems less. That’s when CelestAI can make her pitch for uploading.

Story is 3/5. Took a whole point off for grammatical problems.

Neon had to admit that Celestia had made good points. So good in fact that he couldn’t think of any reason he could rebottle. Even now as he looked at the creation screen he could see the icons had been blown up with clearly marked out functions in large text. Before he could start fiddling with it, Celestia spoke once more. “Perhaps you’d like to play as your pony?” The man watched with amusement as the colours on the blank model started to change, soon coalescing into a charcoal black unicorn with a golden mane and red eyes.

I think you mean “rebuttal” here. And you’d use it as “he couldn’t think of a single rebuttal.”

The mare nodded back cheerfully. “Pegasus Peer is a lovely place to live,” she said matter-of-factly.

I see this is marked compleat, but it feels like just the first chapter.
There is a 'newish' category of fiction that's gaining popularity called "cozey fantasy" and this qualifies as an example.

And as such it is perfectly fine. You can end it here and be perfectly satisfied with the ending.

But as an optionalverse story I wondered if you considered the sort of existential conflicts that this genre normally leads to? We are at the early ponypad stage of the larger story but how will uploading affect our hero? Is that bat pony another human player or is it an npc that is currently a Celestai puppet, but be upgraded to full ponyhood when she developed that skill (is not clear from the original story when Celestia started treating her npcs as fully 'alive' little ponies but it was indicated that there was a distinction in the early days of the game.

If Neon is an early uploader, will he have family or friends in the outside works that might be more hesitant? Could Celestia 'use' him to entice then to upload? Perhaps by manipulative means as she tends to be devious that way.
