If I started preaching about nightmare moon here I Would probably be shot...An interesting piece, obviously a close parallel to "The Wrong Mare", and while I think that one is slightly better, and more interesting as a concept, I do like Celestia more than Rarity, so I would read the continuation of this more than Step by Step. Sadly that story has been axed at least for the time being.
Not having read either, I would suggest you try to elaborate on Celestia having to come to terms with the mistakes that lead to her current predicament, and what she has to change to be able to better the situation. This would be a great way to differentiate that story from Step by step, because by while I don't know what either story is about, Flurry forcing the two main characters to morph into mothers seems to be a strong theme in both of them.
Either way nice story, fun, though a bit pointless, it sort of feels like the teaser to another work, (Or the first chapter, but you published that one separately) but definitely the teaser for something I would like to read.
P.S. Don't take my advice the wrong way obviously I don't want to write your stories for you, but given that Rising Sun, Mending Heart is on hiatus, you might need some inspiration to continue, and it costs me nothing to spitball some ideas.

Much like The Wrong Mare and Piece by Piece, this work really functions as a sort of prelude to a larger story, and I usually count both The Wrong Mare and this as the ''first'' chapter of the larger story. I probably won't be finishing the sequel to this since I'm just not interested anymore, but I'm still glad to have received a review on this story!
