I'm a dominant sadist, I know a lot of people who have these fantasies, of being on both sides of it. Sometimes they even act it out in a roleplay called consentual non-consent. It's perfectly harmless if it stays a fantasy.
Some people want to feel helpless or powerful. It can be a great escape from the norm, or a way to embrace and accept those feelings if you feel them already.
