Nice Prologue! With only 600 words have you shown a lot of the world and already explained why they could be in the water, if that isn´t a nice use of words then I don´t know what it is.
And with a little help from google can´t I wait to see if Francium have something to do with her name, for that sounds interresting.

i am not proficient in the way of nuclear science so tell me if i am wrong about anything.
Radiation consists of three types of particles: Alpha which is positive, Beta which is negative, and Gamma which is a no charge photon.
if the MegaSpells only produced Alpha and Beta radiation then would they not be deflected by the electromagnetic field thus hindering radioactive decay? and thus keeping an immediate area relatively radiation free?
Honestly, the water itself would probably be enough to keep the Stable safe from radiation; electromagic fields are a bit overkill, I'd think ;P

If it acts anything like gamma radiation (which is what would be everywhere after a nuclear war in real life, the one which kills and mutates people), which can penetrate through several centimetres of solid lead, then water wouldn't do shit, even 150 metres of it. Water has a very low density, almost as low as air, so it'd do little-to-nothing to stop gamma or magical radiation. You'd have to be hundreds below, possibly thousands, in order to be safe from it.
So I'm pretty sure that it's safe to say that the anomaly is what's keeping the pones safe here, not the water.

Not sure where you're getting your information, but water is an amazing barrier against radiation. Working at a nuclear power plant, we store spent fuel rod in giant pools of water for years until they've discharged enough that it's safe to move them into dry storage. Now, I had to look up the details to find the minimums, but 7 centimeters of water reduces the dose rates by half, so it would only take a few feet to lower even the highest levels down to a safe exposure level. Specifically for gamma rays, my research says about twenty feet is enough to keep you safe.
