That was actually the end of the last chapter, Maestro started calling her his big sister, and Wind Chill in turn called him little brother. So yes, they're friends, but they're very close so they basically adopted each other as brother and sister, like Rainbow Dash and Scootaloo. They actually continue to refer to each other as brother and sister for the rest of their lives.

Oh, I see. No, they play a part in the next main story of the Midnight Star series, but they don't actually meet any of Midnight's family until the second half of the story. A few of Star Bright's friends are going to be introduced in the next few chapters of Midnight Star: Recovery, when I finally finish them, and Spectrum Spell was already introduced.
