1. it's moving a bit too fast for my tastes
2. the time skips should at least have some sort of annotations, such as (Insert Amount of Time Passed) later..., etc.

I can see why you say it's moving too fast, and there's a reason: When megas offered to write the scenario for me, I asked them to make it like a mix between MasakoX's and Geeks For Fun's Dragon Ball What-Ifs. We already know what happens in canon MLP, so we're mostly focusing on the changes to the timeline with the addition of our tough little monkey boy!

I'll tell megas what you said and see what they say. Constructive Criticism is always appreciated!

I figured some people wouldn't enjoy the timeskips but it's necessary to move the story along. Unfortunately I didn't consider labeling how much time had passed and that's my fault. Moons are the only source of time stated in the world of Equestria so that's what I went with. For us, it would be about 8 years. Around the time I feel we could sync up the cutie mark rainboom and Goku killing grandpa Gohan by accident. Also on that note, no I won't be murdering anyone haha. But as for the timeskips, things will slow down once we get to the main timeline. I don't want to focus too long on the early years because the development isn't necessary for the main character of Lunar. The focus isn't on Leafy or Goldshield either as they'll be less focused on just as I made sure not to include Celestia any longer than she needed to be in the story. Once events sync up in the timeline, we will see some of these characters phased out of their roles like Goldshield since Shining Armor will take his place and with Leafy getting older and stronger, he'll be placed in higher ranks in the guard. Hope that answers some of your concerns of the story so far, I can't please everyone but I never plan to. If they criticize I can learn from my mistakes but I also won't change what I feel is true to what I'm writing, if that makes sense.

The only way for that to happen is if somehow one of the other Saiyans arrive, but Megas said he isn't getting into DBZ any time soon. Baby Kakarrot went through a portal to a different universe by chance so the chances of the other Saiyans going through the same portal are very very slim.
