I never understood this; Twilight put an ex-cult leader in charge of a school, full of very impressionable youngsters. Being a cult leader isn't something you can accidentally blunder into, unlike manslaughter (mareslaughter?), kidnapping (e.g. stealing a car, but not realising there's a baby in the back, or infamously taking the President onto a train without realising his bodyguards missed getting on), or theft (taking something you didn't know belonged to someone) - instead, becoming a cult leader takes conscious effort, a ton of manipulative thinking, and time.
Even if Starlight's supposedly 'reformed', getting rid of a long-held, deeply-ingrained mindset isn't easy, especially when psychologist visits were never mandatory - and Twilight's not a psychologist or a psychiatrist of any kind. I would not make Starlight a Headmare whatsoever without clear proof of treatment from a certified mental health expert.
