The correct protocol for your safety and others is to report changeling activity to the local guard, or turn over a changeling prisoner to same. If you have reason to doubt the integrity of said guard outpost, it is to be kept bound but safe as possible and an emergency missive sent to Canterlot. Moreover, I would rather you not become comfortable ending the life of another thinking being, Twilight.
As for using the Elements I... admit myself confounded and a bit disappointed to learn that they were apparently, somehow, lethal. This, in fact, raises a variety of very concerning questions. I'm glad everypony else is safe and well. I'll arrange for therapy visits for the other Elements.

You two misunderstand.
This punishment is both as gentle as Celestia can manage, yet so vicious that Twilight will NEVER make the same mistake again.
Celestia asked for ONE page. Twilight will struggle to crop and trim her excess writing to this ONE page. She will torture herself for days trying to curb her encyclopedia-like over-analysis down to the limitations of a single sheet of 8.5" x 11". Her OCD will be triggered as she tries to create footnotes, realizes that her paragraph needs notation in the margins, then develop horrible twitches because she'll have to commit the blasphemy of writing in the margins.

Hee, I'm glad I managed that 'tone' well. I know I'm largely running off of people's interpretations of Celestia and some of the less flattering ones would make this line seem hypocritical, so it's nice to see it landing as intended.
Us humans don’t really see a problem. An enemy died, whoop-dee-doo. It was half accident anyway. Beside, these aren’t normal enemies. These are enemies inherently antithetical to our life and freedom Matrix-style. Besides, as the previous Letter’s comments indicated, we mostly react with “Oh, awesome! A great new weapon. Lets go use it on a hive and see how viable it is.”

It had the proper gravity to it because of how infrequently she says something like that despite the many small failings her student has.
It's not necessarily the characterization that makes it work (though that is a factor), it's how much it takes for that to happen that makes it have weight.
Like, if someone's parent yelled at them all the time and disciplined them heavily for small offenses, then any additional punishment is barely noticeable.
In addition, the emotional weight is there, because Celestia has been shown to be kind, thoughtful, and in general worthy of being looked up to, even if she isn't perfect.
This line would not have worked earlier on in the story (stories), since the readers would have no concrete idea of the kind of pony she is.
I can see where Twiggy got her racism from.

I read it less as celestia being racist and more so celestia knowing twilight would be racist and resist using the excuse of it being a changeling
