She probably exploited a loophole. A very big loophole: Princess Twilight probably taught Trixie how to do the magic, and then decreed that in Ponyville, the practice of Necromancy is completely legal. And because she's been given royal authority, no matter how crazy her decree is, it is legal and binding. Twilight herself is forbidden from practicing it, but that doesn't mean she can't allow (or command, for that matter) other ponies to do it for her.
