I'd rewatched Rarity Takes Manehattan since I posted the comment, and you're quite correct.
I suspect Spoiled has too much influence in Ponyville politics to be properly punished, as the Riches are ludicrously powerful. It reminds me somewhat of that episode of Parks and Recreation (if that's a concept to you) where one of the characters attempts to prevent the destruction of an old building at the hands of the Newports, the main family in the town of Pawnee (where the show is set). However, it proves impossible to get anything done as the Newports control practically everything, from government donations to owning all the town's newspapers.
