1) Rainbow and Pinkie was a one time thing back during the group's gala
2) Flash and Twilight have only been together like that at most twice (The EQG and Rainbow Rocks equivalents)
3)Hearths' Warming Eve, like all other Winter Solstice observations, is built around the idea of 'If we all come together and if we can make it through this the longest darkest night of the year, we will thrive for the year to come as long as our bonds hold' in that mind set, the giving of gifts is a visual display of strengthening or renewing the bonds. In the case of an engaged or recently married childless couple the only bond they truly have is the engagement/marriage, and given that the ultimate societal purpose of said bond is for them to increase the number of society's members, the act of two becoming one flesh is a (depending on your point of view) great way for such a couple to strengthen/renew their bond together.
4) With regards to Flash suggesting it, you have recall that in a natural state men incur almost no risks in the act, thus the act is the woman saying that she knows he can provide for her and their child and that she trusts that he will, thus it would show to Flash that Twilight values and trusts him, which is what all men need (the knowledge that they are actually valued and trusted)
