Wikipedia and a variety of other sites say so, and it makes a decent bit of sense. There aren't a whole lot of pandas in the world to begin with, and pretty much all of them are owned by China, which considers them a pretty good national symbol/tourist attracter. They don't give out pandas willy-nilly and they only ever really loan pandas; they don't give up ownership and can generally get the panda and any offspring back if they want, so there aren't many pandas circulating outside of China.

Could be a continuity thing I'm not getting, but the only thing I see in the story itself about its location is that Fluttershy didn't live there until recently. A better question would be why a non-Chinese zoo is trying to get pandas to mate; the rental fees for the cubs start immediately and are as high as for fully-grown pandas.
While this could be answered simply by assuming the diplomatic situation is different in a world containing magical pegasi, this then raises the question of whether it wouldn't be simpler to get more pandas via mon-style evolution of spare koalas or something - which would actually explain several things I hadn't even thought of when I started to type that sentence. Hm.

IDK what "mon-style evolution" means, but I'd like to state for the record that Koalas are not very intelligent. In fact, I think they may literally be the least intelligent mammals alive, but I could be wrong. That said, unless Pandas are just as stupid, chances are Koalas won't be able to mentally evolve to a Panda's level.
You should do one with Fluttershy and Aaon doing their thing.
