Saluda, interesting. It had been my head-canon that Tennessee ponies (or at least East Tennesseans) would move deeper into Appalachia, perhaps re-settling places likes Cades Cove. Granted, they'd need federal permission to establish any sort of official settlement, being in the GSMNP. I can't imagine, though, that many Tennessean ponies would be happy (or even willing, in some cases) to relocate so far from their homes. We're a stubborn lot, and many can trace their heritage back to those early settlements.
Oh well. Guess we'll have to stay hidden. Government ain't gonna take me away from my mountains.

I see another issue. There are more earth ponies than any other tribe. Saluda is small and mountainous. Even if they annex area around it into the town--which they'll have to do--that is not going to be a very hospitable place for growing crops. I forsee a massive earth pony migration further south to Riverview and Brooks in that case. Saluda is probably a pegasus paradise though with the already high elevation. Brooks and Saluda, even if they annex more land are going to be regular anthills of ponies. There were two other towns near Riverview that were also getting ponies and shared some facilities, so I'm guessing that the Riverview community has the largest land area counting its satalite towns.
I've been wondering what sort of businesses Wild Growth might invest her money in. Since the ponies need convenient, low cost transportation between Saluda, Riverview, and Brooks, and the government probably won't let the ponies build roads between these three cities (since the major point of selecting these sites is probably to split the ponies up) how about Pony Air, a company which specializes in lighter than air dirigibles powered by Pegasus wind magic?

I'm not sure mountains would present too much of a problem for earth-ponies. Remember the Hooffield's? (Also, wonder how the Equestrians would react to the humans having a mountain range coincidentally having the exact same name as one of their's, or vice-versa?) That said, Saluda definitely seems like it might be the least popular of the three. Government might have a fight on it's hands trying to send ponies there.
And now, invasion of privacy via extreme observation and judgement of one’s actions without legal permission.
I wonder what law/natural right these night ponies will break next...
