I hope there's more to this than a rehash of Tranquility Lane in FO3, because it'd be interesting to see what the results of a nominally successful control stable were.
I mean it can't have been uber successful or at least not forever if it needs to dovetail with mainstream FOE, but a break from fatalistic doom and gloom is good now and then.
It would be interesting if they'd managed to rebuild Equestria inside the simulation even in a kind of miniature. Really experiencing a slice of the past might at least inspire them as to what the world could be.

They have not even released the Beta yet and have said that so much will change and are changing each and every day, and while we scratch in the surface with story elements, keywords like "reclamation day", C.A.M.P and nukes being thrown around, do we not know anything at all about them.
After seeing games like Alien colonial marine and No mans sky gather so much hype and fall so short of their promises. Like the Institute was not mentioned once in the Fallout 4 trailer, and there was a zillion theories about how people could go from pre-war to the Wasteland, and I do not think that anyone had the, in my personal opinion, quite lame way that they did it in mind.
So beside a complete re-write when the game is out can I not really see any plans that would hold water

You're missing the point. This story isn't a retelling of Fallout 76. I had been kicking around a second story with Starry as the protagonist for some time. Fallout 76 announcement just conveniently gave me a nice idea for a framing device to tell the story. It allowed me a little bit of a sandbox feel since I can now develop it however I feel like (in fact I already know how this ends and the overall plot arc).
So, sorry to burst your bubble, but you're reading too much into this.
