What this becomes is a concentration of wealth issue, with the dam owner getting lots of bits for supplying electricity but the ponies in the city winding up having less bits to spend because they have literally overspent their income.
Thankfully there is a UBI that can ensure the ponies don't starve or become unhoused (combined with the fixed rental prices because that's handled by the state).
