After the events of 'School Daze,' Chancellor Neighsay is summoned by Celestia.

One-Shot

At the sound of the knock, Celestia looked up from the pile of parchment on her desk, put her quill down, and stood up.

"Come in." she smiled as her visitor entered. "Good evening, Chancellor Neighsay, and thank you for coming at short notice."

"A summons from the Princess is not to be taken lightly, Your Highness." Neighsay offered a small bow. "How can I help you?"

"Please, take a seat." Celestia sat down and waited for Neighsay to do the same. Once he did, she resumed speaking. "There is a small matter that I need to discuss with you, Chancellor; nothing too serious, it's just that I need to alleviate these fears I have."

"Fears?" Neighsay cleared his throat. "Such as?"

"I sense that you're still upset over what happened at the Friendship School earlier," Celestia said. "Am I right about that?"

At the mention of the school, Neighsay narrowed his eyes and furrowed his brow. "You are correct," he said. "And I still stand by everything I said to Princess Twilight; her school is doomed to fail."

"And why is that, Chancellor?" Celestia asked. "Surely, learning friendship is a great thing? If unicorns, Earth ponies and pegasi could put aside their differences to found Equestria, who's to say that other creatures learning about friendship will not somehow benefit all of us in one way or another?"

Neighsay snorted. "Those creatures do not care for us," he said. "They only care about furthering their own agendas. Take the Changelings for instance; they may look different now, but beneath all that colour, they are still the same monsters who attacked our fair capital and terrorised many innocent ponies."

"The Changelings were only acting that way because of Queen Chrysalis," Celestia defended. "With her gone, and Thorax in charge, they are looking to a brighter future. They have made mistakes, yes, but they want to learn about how friendship can benefit them as much as it benefits us." She paused. "And to be perfectly honest, I would rather have more friends than enemies."

Neighsay ground his teeth together. "Those insects will show their true colours sooner or later, Princess," he snapped. "And when they do, I will be first in line to tell you 'I told you so!'"

Celestia frowned. "And there it is," she said sadly. "That right there, Chancellor, is the real reason why I have summoned you here tonight." She looked him in the eyes. "Chancellor, are you a racist?"

Neighsay looked shocked. "A racist?" he scoffed. "How can you even suggest such a thing, Princess? Why, the very idea is laughable; I deal with non-unicorns daily, so I don't see—"

Celestia cut him off. "I don't mean racist towards other ponies," she said. "I meant are you racist towards other creatures?" When Neighsay didn't reply, she picked up a piece of parchment and read it. "'Then how do you know these creatures won't take what they have learned here and use it against us?'" She looked at him. "You seemed quick to immediately assume the worst of them."

"Well.. I, er..."

Celestia picked up another piece of parchment. "Oh, here's another one: when Twilight told you that 'friendship isn't just for ponies,' you replied, rather bluntly, with 'It should be.'" she put the parchment down. "I don't remember ever putting you in charge of deciding who can and cannot come to Equestria, Neighsay."

"It's not like that at all, Your Highness," Neighsay replied. "I was merely suggesting that ponies alone have the experiences necessary to learn what friendship can do for them."

"And the Changelings don't?" Celestia replied. "They suffered under a cruel leader who was using them as fodder for her own twisted schemes. And what of the yaks? They are a proud race, yes, but they understand that having friends does not make them weak."

"What of the dragons?" Neighsay shot back. "You cannot seriously be telling me that they are willing to learn about friendship!"

Celestia narrowed her eyes at him. "It was because of a dragon that we even became friends with them in the first place," she said sternly. "Twilight's assistant and friend, Spike, is a dragon who was born and raised here in Equestria; when the opportunity presented itself, he opted to remain here with the ponies he sees as his friends, rather than go and live with the other dragons. It is because of Spike we have the allegiance of Dragon Lord Ember. So I will ask you again, Chancellor, who are you to deny the teachings of friendship to those who truly wish to learn about it?"

"I am the head of the Equestria Education Association." Neighsay stood up and stomped a forehoof into the carpet. "I do not care what Princess Twilight says; her school is unaccredited, and therefore not recognised in the eyes of the law."

"Two things, Chancellor," Celestia said sweetly. "First of all, I have personally granted the Friendship School a Royal Seal of Approval; this means that Twilight and her friends can run it as they see fit, without any interference from the EEA."

"… and the second thing?" Neighsay asked, somewhat hesitantly.

"The second thing is that I will not tolerate your kind of attitude," Celestia replied. "You may not be willing to admit it, Chancellor, but it is quite plain to me that you are a racist." She looked at another piece of parchment. "'Well, perhaps you should return to your kind.'" She put the sheet down and grabbed another. "'Perhaps if you had had higher standards for who was admitted, this could have been avoided!'" She threw the parchments into the air, scattering them every which way, and fixed Neighsay with a cold gaze. "You are no longer head of the EEA, Chancellor; you're fired."

"W-what?" Neighsay gasped. "You can't do that!"

Celestia snorted. "I think you'll find that I can, Neighsay," she said. "The EEA is a government organisation, after all, and the government represents the ponies of Equestria. The government also reports directly to Luna and I, meaning that – as the heads of state – we are granted some leeway to intervene as we see fit. I tend not to get too involved in such matters, but I felt that an exception had to be made where you were concerned." She slammed a forehoof against her desk and rose to her full height. "Put simply, your horrendous attitude does not quite fit in with the Equestria of today, though it would have been widely accepted a few hundred years ago. Ponies these days, Neighsay, they wish to learn of new cultures, new ways of thinking, new languages... but most importantly, they want to make friends; ponies like you, however, make that somewhat difficult." She let out a hollow laugh. "I mean, by the Sun, your words and actions nearly started a war! That alone should convey just how toxic your attitude is."

Neighsay was quiet for a moment, but soon regained his composure and stood up. "So I'm fired, am I?" he asked, to which Celestia nodded. "Very well, Princess, but do not think that I will not be proven right sometime in the future. Those creatures you call 'friends' will one day turn their backs on us; some of them may even become our conquerors. They are using you, they are using Princess Twilight, they are using the school... you are nothing but puppets, and they are the ones pulling the strings."

"You will soon find yourself proven wrong, Neighsay, of that I have no doubt." Celestia pointed a wing towards the door. "You may leave; perhaps you will quickly realise what everypony else in Equestria has learned over the last few hundred years: that you don't need to be a pony in order to be a good friend."

Neighsay didn't reply as he left, slamming the door behind him. With a heavy sigh, Celestia resumed working, knowing full well that this would not be the last she would see of him.

Author's Note:

Alternate Universe tag is there because it has been confirmed by his VA that Chancellor Neighsay will be making more appearances over the course of Season Eight.

Anyway, this is something I came up with while watching the Season Premiere; I cannot be the only one who thinks that Neighsay is a racist, right? I felt that this needed to be addressed, so I wrote this over the course of an hour.

When I saw these two episode yesterday two things had come to me. 1 Twilight is being an moron but she set things right in the end and 2 Chancellor Neighsay is a no good racist.

8818409 And here my first thought was: "Why didn't they ask Cheerilee for help?" You know, the teacher in town, who teaches and such. Heck, she must already have this accreditation from the school board, so why didn't they get her to help them pass inspection?

Plot-holes the size of lakes aside I loved the ep, but I don't know if it really needed a story along these lines to point out the obvious.

Eh in was advocating for neighsay getting a kick in the teeth but this works too.

When the guys at Hasbro and DHX make a character that is unlikeable, they really seem to go to great lengths to make him/her as the scum of the Earth. Gotta give some major props to Maurice LaMarche for voicing the new champion of Character that Fans Love to Hate.

What can Miss Cheerilee do? There’s a difference between her school and Twilight’s. Miss Cheerilee teaches things that a normal middle school does while Twilight’s teaches friendship. Not only that but Twilight was following the EEA’s rules by the book and from what we saw how Cheerilee teaches in her school there are different rules for these schools.

Nice. Short and sweet. Though, I kinda look forward to seeing him again. I think he'll make a great villain. He's not evil, so much as misguided, holding onto outdated beliefs. I love villains that honestly are trying to do what they believe is right.

I've got to give credit to both the writers for making such a truly despicable character, and his VA for nailing the voice. It actually reminded me a bit of Orson Welles. Now I want to see a follow up with Luna tearing him into him with the Royal Canterlot Voice, forget Celestia's subtleties. :trollestia:

It just sucks that the show has to teach kids that there are assholes like that out there. :fluttercry:

Yet the mane six getting sold into slavery got mentioned within 10 seconds of the show, and no one batted an eye. Surely, all cultures that exist around Equestria are great. *Sarcasm*

Then again, Rainbow Dash almost sold Fluttershy into slavery, too, so there's that. I get what the writers are trying to say - that is, that in an environment with a healthy amount of integrity, group loyalty, respect, and so on, you can have a legitimate and awesome society. What I don't understand is why they decided to mention an apparently racist institution that has had the rubber stamp of Celestia for an incredibly long period of time (perhaps even hundreds of years under her stewardship). That essentially makes the whole show tainted, for no reason other than to have a token pony Hitler. It's poor writing, and it literally came up at 19:30 in the show, lasted for 30 seconds, came out of nowhere, and didn't have an actual rebuttal.

I'm sure they will either bring back Neighsay to throw him off a bridge, but I doubt they will try to reform the EEA (if they even should - after all, they created their own institution, why not leave them alone, and just out compete them if the Mane Six are doing things better?). I would be incredibly surprised if they did anything else with the concept.

Of course not. The second he started his little rant I thought the same thing.

I feel like this is the outcome most of us would want to see happen to Neighsay, but Maurice LaMarche himself tweeted that he'll be back, so given that the school appears to be the primary setting of the season (I haven't watched the leaks, so I don't know if it strays at all), having him as the primary antagonist would make an extraordinary amount of sense. I feel like he's going to be the school's Team Rocket—frequent appearances trying to shut everything down while the kids always get in his way (though in that regard, that makes him more of a Scooby-Doo villain...). :rainbowlaugh:

The only thing that makes me sad is that there are still people like this out in the real world. :ajsleepy:

Personally I think Tia needs to clean house. Not only is Neigh Say a jerk with outdated beliefs but it looked like all is underlings were fossils who will be headed for the home before too long......hell, dissolve the EEA and simply put accreditation of schools into Discord's, I mean Twilight's, hooves.....although Discord accreditation would be far more fun!

At first when I watched it, I thought Neighsay was the male version of a Bitch but then after reading this and watching the episodes a few more times, I agree with you - This guy is a big-fat-dumb-racist-idiot

This was good and summed up my feelings toward Neighsay perfectly. I wish Celestia et al had been more proactive in doing things in relation to how clearly racist he is.

She should have but I'm still in favor of eradicating an unnecessary bureaucracy and in the end, cutting government waste. I don't think Equestria really needs something like that and they certainly shouldn't have enough power to tell CELESTIA how to run things.

Yes. This is the sort of calling out that no good chancellor deserved. But Princess Celestia should've added the fact that Neighsay almost caused an international incident twice, and so soon after Equestria recovered from the closest it has ever come to war. Neighsay could've been responsible for war if Twilight hadn't stood up to him when she did. :twilightsmile:

Excellent writing and follow up to that story arc. I've been looking forward to someone writing Neighsay getting his just deserts. The pony is no better then Sombra. He clearly isn't a tribalist like Sombra was, thinking Unicorns only should rule(Except perhaps in his heart), but he clearly is a Ponies First type of agenda and racism that is a terrible thing to see.

I am quite happy to see the character existing though. Expanding the lore and society of Equestria in the canon is definitely needed. Even if monsters like Neighsay exist in it too.

Honestly, I expected Celestia to flat out reprimand Neighsay for his actions in the second episode. Reading this one shot made for some catharsis.

...That, and making me imagine him as Count Veger in pony form.

He's never said that ponies are the best species, whereas the others are lesser. He only said, he wants ponies in ponylands rather than non-ponies. If he means this more generally, then it'd mean that he'd rather see no ponies in dragon lands, no griffons in Yakyakistan, etc.

Racism is preaching one race over the others. Speciesism or tribalism work similarly. What I've written isn't exactly racism, how would it be called? Help me with this, because I really don't know.

That's a political situation rather than an idea or a mindset. Same could be said about holocaust, it was a situation, whereas nazism and some f***ed up version of social darwinism were the ideas.

Oddly enough, the episode ended up destroying it's own left leaning message, as private schools, cultural integration, having a specific group of friends (Yes, the left is considering banning friends/best friends in schools), and school choice are all right wing platforms. Essentially, unlike Neighsay, DeVos would've been all for Twilight starting her private school.

Nicely written. One tiny nitpick, though.

I don't think Celestia would have rolled here eyes. It doesn't fit the scene and the tone. This whole conversation, she is asserting her dominance over him. Her rolling her eyes breaks that. It would have been more fitting to stare Neighsay down.

Just my thoughts.
