I'm inclined to disagree. There is a larger story here, and it does seem like it would be interesting, but this is told from the perspective of Chrysalis. While it could be fleshed out and make an entertaining story in its own right, I think that it is enough for this story in particular for us to understand the basics of what's going on.

I'm not entirely sure what specifically you're asking. I did enjoy this as a clopfic, as it did have descriptions in both what the characters were doing, and how much they were enjoying themselves with each other. Nothing Chrysalis did seemed out of character to me, and while I can't say much on Daybreaker since we know so little from her, Leech's interpretation seemed fitting to me based off it.
Arguably, it could be said that story for any clopfic is irrelevant since most read it for the clop, but that does not mean that should be excluded. It also seems that if you think the basics of the story are irrelevant to the story, then why ask for more of it in this one? To me though, what we have here is relevant. It gives us a sense of the personalities, and indicates what Daybreaker may potentially plan.
As I said before, it could be made into a larger story without the sex that could be interesting, but a part of that is because of how well Leech did with it here. Not only did they write enough to give us a sense of a bigger world, but make us curious about it and the events around it. While at the same time, they did not end up giving us too much too soon, which would potentially make it somewhat boring.
So, as I said, the story gives us enough and does not need to be elaborated on in and of itself.
