CTS is based on the consent of the parties, yes. And they consented to this scene. This is most clearly shown by Violet’s bell ring.
This is orange band play. Have a look at the “Safe Word and Safety Bells” and “Collar Coding for Newbies” training manual chapter of the main fic.
8485706 Like Fuzzy said, this is just a case of the characters all being 100% in Character for the roleplaying they were doing. Treating the roleplay itself as the story, rather then the story being about them roleplaying in the Society.

wonderful story, although I must ask while I'm here. Do you know of any story where the clocktower society has a masochist stallion as a main character. I usually always see a mare broken, and I'm craving to see a stallion be dominated as well.
Other than that tho wonderful story, I fully enjoyed it.
