It's really up to whether Damaged, who wrote the original stories, wants to do anything with Celestia in the future that doesn't involve behaving like a dog. I imagine Luna will let her return to being herself from time to time at the very least. I could be wrong though.

I hope it's pretty clear that Celestia knows what putting the tag on means. I've badly messed up somewhere if it isn't.

But yes, mind control makes just about all consent questionable (if not directly related to the mind control) to impossible (if directly related), and I forgot to consider showing any sort of safeword. I guess it's good that Sunrise is happy.

Consent analysis aside, I hope it was a good read.
