Well, that was surprisingly fun, it seems I've found another weird fetish I didn't know I liked.
The only real complaint I have is when Celestia is doing her thing, the crowds of ponies watching her seem to disappear. Try showing the crowds reactions to what she's doing as she does it, it would really accentuate the exhibitionism aspect of it all.
Also, I noticed this is marked incomplete, I don't suppose we'll get to see a chapter with Luna in it, eh? Because I would love to see that.

I had them in crowded situations because I felt the original "request" implied public humiliation, but I didn't really have the crowds do anything once the action got started. I guess I was just focusing on the parts I thought were more interesting, but it was a little lazy.
I might do a followup chapter. I certainly set it up, so I may as well knock it down.
