7271036 DC Librarian would be nothing short of impossibility, Codex Astartes would be clear with such example(with no mention of black rage naturally).
In terms of fluff, BA can strech how they would aproach the subject. If the flaw hits them in the midle of combat, they can be allowed to life for further notice. But there must be atleast few chaps that are ready to chop his head of at any time if things get too serious, like daemons and whatnot start poppin to reality.
It really depends on how much controll he still can retain over his self, if he knows thet his time is short, he could always join willingly and seek death before he gets the whole "rip and tear" mode on.
But it must be said, librarians are some of the most high individuals that MUST have high willpower, so when rage hits, they would become like Mephiston would, only with +1 to each stat.

The Imperium is what it is because of sheer necessity. In the lore, the Imperium has tried many times to change for the better because it is grimly aware of exactly what it is and because improvement is in human nature. Every attempt backfired horrifically and nearly destroyed everything. So it more or less stopped trying. A few dozen alien species are officially (Imperial officially, I mean) allowed to exist out of tens of thousands which are Dark Eldar levels of evil. They deserve to be hated and worshipful faith of the Emperor is humanity's only defense against Chaos. That, and suppressing certain emotions such as love and hope (which feed Slaanesh and Tzeench, respectively, in addition to the other things they feed upon).
If the aliens would leave humanity alone, the Imperium would radically improve. Eventually.
Because in 40k, doing otherwise is worse than suicide. You would be lucky to be merely killed by those who are different yet you chose not to hate.
The first is because anything in the way is a genuine threat to humanity's survival. Sorry, xenos, nothing personal (yet), but necessity is necessity. The second is also for survival of the rest of the family. I'd be more disgusted by the buyer.
Either those are more of the filthy traitor xenos (the lore sometimes, albeit rarely, refers to what the aliens did as the "Great Betrayal" from what I can recall), or the Doctor is referring to something in the future. A thousand species, after all, is a small fraction of the species the original human Federation in the Dark Age was allied with. Maybe it is a thousand species worth saving from the horrors of the Dark Millennium and the End Times.
Clearly they shouldn't have bothered saving anyone.
