When I saw the episode, I was wondering if it was legal for rodents to be waiters. This probably was bound to happen.
Time to get a lawyer, Rarity
Let's see how this would play out:
1. Considering her past contributions and continuing role as a vital part of the nations defense, the sisters would likely help in any way they could, mostly by running damage control to preserve Rarity's reputation (nothing like a widely beloved god-ruler with a thousand plus years of leadership experience to manage your PR). Also, she would probably be given access to some of the finest lawyers Equestria has to offer.
2. Fluttershy might be meek, but she would not take an accusation of mistreatment laying down. She would probably demand that the raccoon's get to say their piece and the stare would ensure she get her way. If the PETA also has some animal speakers of their own, it would only help confirm that no mistreatment took place. The health violations and wild life permits would be harder shake off though.
3. Mr. Stitches case would fall apart fast when it became clear that he was fully aware and even encouraged the inciting instance "Spoon clothes is good idea", at the vary least he becomes just as culpable . Likewise when it becomes clear that he coerced Rarity into hiring Plaid it might be enough to let her off the hook for the underage labor charge while simultaneously landing Mr. Stitches into hot water, not to mention that just arbitrarily raising the rent might be braking some other laws. As for Sweetie Belle, she lives with Rarity and a lot ponies seem to live where they work or otherwise have family businesses. So I would imagine that Equestian law takes into account of how children and siblings can help around in the "house" so long it's not dangerous. Otherwise it would set a vary ugly precedence that could tear thousands of families apart and clog the child welfare and legal systems for decades.
4. For the noise violations, that seem pretty clear cut but so long as Rarity keeps it quiet there shouldn't be any more trouble.
5. As for the Fashion Workers Union, a publicized apology and attempt at reconciliation could put pressure on them to meet Rarity half way and work out some kind of deal so that they could lift the boycott.
6. And if all else fails, Discord. Unlike Celestia, he has no regard for the rule of law and, as of the last season, seems to be starting to bond with the other girls. If he wanted to, he could "spontaneously" go on a pranking spree to remind Equestira Just how compleatly helpless they are without the elements keeping him in check. Mind you the bearers would not appreciate how he's essentially holding the world hostage even if it would benefit them, not that he would care.
I'd tear up the court summons and present it to the court that way. After all, all that's required is the document, it is not required to arrive in court intact.

horrible episode is horrible, when it focuses on jokes rather than plot it is a bad wepisode, no exceptions, bad episoce is bad, this episode had no purpose it was so pointless the mane 6 were complete bufoons, and rarity was a prick, plus the mane 6 reach an unlikeable low when they lock rarity in a closet for no real reason
