Seabreeze cleared his throat. "Miss Shimmer, ye not be understandin'. Fay have been keepin' out of sight for longer then there've been Fay. It be one o' our most precious secrets, ye ken? Ye knowin' where the links ta fae are is bad enough, but if'n ye knew how to see... many gods across the realms would much like that gift, and not all be pleasant."
The short figure glowered at him. "That much, at least, we can agree upon."
Sunset cleared her throat. "If I understand correctly, you'd still be imprisoned without Seabreeze's intervention."
"A debt between him and I, to be repaid by our own discretion." The figure drew his robes tight. "Already it has cost me much, but it is not your concern; keep to your world's affairs."
"But--"
"Lass, Fay politics are not fer the young," Seabreeze interjected. "I'll be fine."
Sunset looked between the two of them, and sighed. "Alright... I guess I can leave it be. So... about these bastions..."
"Yes, yes, the Fall Court is converting them to rings as we speak..."

Did those bastions come up already or is it something new? What are they? Why rings?

Fairy rings, I would assume.
If I recall, the bastions figured into Masterweaver's recently concluded side story. Though I kinda forget what they were. I should read it a second time, it seems like one of those stories where you can easily miss smaller details while you are focusing on the main plot.
A bastion is an open gateway to the Fea realms, and guards must be posted on the mortal side , such as invisible giants.
A fairy ring is a closed gateway to the Fea realms, and must be opened by a Fae and traversed before it snaps shut on its own.

As luck would have it, Masterweaver included some appendices at the end of Fey Breeze that do a far better job of explaining the Fay and their lands than they'd ever offer themselves.

Wait... so the fae are part of this 'verse, and they presume to be superior to... well, essentially, the universe itself? The one holding it all together so it doesn't come crashing down and kill them all, fae included, is being judged by her age as a god rather than her importance?

Actually, they'd have a chance of not getting caught in the universe's destruction - not as great a chance as they assume, but you can't really expect them to consider their survival anything other than a certainty. The conviction they can redefine their existence around that which ends everything else's forms a very central part of their identity, and I doubt most of them could attain any humility there without it becoming a sanity-shattering event. And the deranged ones tend to be far more trouble than the self-satisfaction from breaking them could possibly be worth.
While the conversation doesn't provide enough context to be certain, I'm pretty sure Sunset actually won that exchange. Most of the details of how daddy got some semblance of his groove back aren't relevant to her perspective, and the ones which are benefit her more if she doesn't find out about them and thus keeps a clean slate for the next encounter. Seabreeze deflected her question to give her plausible (which needs be actual) deniability.
