This story is a sequel to ON THE ROADS OF EQUESTRIA, part 4 of the Origin of the Rom
The tale of how the Rom of Equestria’s Roads came to the attention of the Princesses Luna and Celestia after more than 200 years of being concealed from them for the purpose of criminal gain by most of the nobility.
Coming to the defense of the Rom against an attack by her own guard causes Luna to become The True Embodiment of All Nightmare.

Rom. Yes. Named after the leader of the First Band of the Horses who, as slaves cast out because of Famine, fled from the now long vanished kingdom of Gyptia. They were found by old Marchhare who was taking a load of food to the famine wracked kingdom. He brought the band of horses to Equestria.
They have lived on the roads ever since.
Rom is the title/name of the leader of each band AND the collective name of them all.

That Derivation of Rom is absolutely true IN OUR WORLD. Some major adaptations had to be made to fit my Rom into MLP.

They needed a whole MLP based history and reasons for not settling somewhere, etc. I set the name of both group as a whole and the leaders of each band to be Rom. In my canon, the name goes back to the leader of the original band of cast off slaves from famine wracked Gyptia (a kingdom long gone, swallowed by Saddle Arabia). His name was Rom Inna Callin.
I wanted my Rom to be good, honest and honorable, even when looked down on and often cheated by ponies. Their crafts, foods, and works offered for sale are of the highest quality.
Due to the discrimination, they have maintained a closed society, open to others, even ponies, who are downtrodden. None of them, even adopted ponies, call themselves ponies. They only call themselves Rom or Horses.
They have their own language, music, costume, including the harness needed to Pull their caravans, dance and customs.
Their presence at a fair or market is a major draw, benefiting the income of the whole fair. Many ponies in positions of power envy the Rom's ability to add so much to a fair and both discriminate (illegally), asses excess fees, tolls and such, as detailed in the story.

Can i have some clarification as to when this takes place relative to the events in the show canon?

The show's canon and mine differ severely on certain time scales. The show uses "a thousand years past" for all sorts of events of long ago. It is a catchall for "a long time ago".
My most basic time scale has present show's time set as about 5000 to 6000 years after the creation of Equestria by the Creator Titans. For unknown reasons, the Creator Titans never finished the work of creation.
In the time since, a lot has happened.
*Celestia and Luna were created to "regulate the heavens". Actually to make continual necessary adjustments to the world and the moon to preserve the incomplete Equestria as a habitable world.
*The Invasion of the ancestors of the present ponies of Equestria.
*The brief (about 200 years) rule of the Sunlords. A cult of Unicorns claiming to regulate the heavens, taking credit for the unseen work of Celestia and Luna as they learned to use the powers that they were created with. This is the source of the show's legend of Unicorns regulating the sun and moon.
*Roughly a 1000 years of basic peace often referred to as the Fortress Canterlot Days. During this time, Equestria expanded largely south and west to the Sea and north somewhat over half the length of the Sunset Range and eastward forming a rough rectangle.
*Unicorn Superiority caused a serious rift between the followers of Celestia and Luna, leading to the Exile of De Writer and soon after, the Nightmare Wars.
*These deadly wars lasted roughly 10 years and resulted in the followers of Luna winning. Luna's 1000 year exile was the result of treachery by surviving Unicorn Supremacists.
*Celestia and Luna, coordinated by notes from De Writer, whom they can never knowingly see again, due to the terms of that treacherous exile, bring about the reestablishment of social order. It is done at a heavy price in realpolitik solutions. The myth of Luna's exile for her "crimes" and much else. Celestia is forced to be a tyrant for over two centuries. The creation of the so called "Nightmare Moon" is one of the solutions.
*Cloudsdale and the Weather Authority are established to repair climate damage caused by the Nightmare Wars.
*After her 1000 years have passed, Luna returns to Equestria and her rightful share of the rule of the kingdom.
*Luna sees the need for an extensive and self supporting road system. She both plans it, and does the basic work of setting standards by direct experimentation. She becomes the High Commissioner of Equestria's Roads. Most of Equestria's prosperity is due to this road system.
*Luna has been back about 500 years when the Rom first come to Equestria. They are hidden from Celestia and Luna by greedy nobles who unlawfully wring the Rom for illegal tolls and fees, only tolerating them because they roughly double the income of any fair or market that they attend, enriching the nobles even more.
*Celestia and Luna discover the Rom after about 200 years of them being hidden from the Royal eyes.
*When they can get free of Royal duties and the necessities of adjusting the heavens Celestia and Luna spend time with the Rom, particularly the band of Marchhare, which they have joined.
*With lots of "hiccups" but no truly major disasters, the present of both show and my canon coincide about 600 years after the events of A BRIEF HISTORY OF THE ROM AND THEIR CUSTOMS.
