WARNING. SPOILERS FOR ANYONE WHO WANTS 'EM. IT'S KINDA HARD TO ANSWER THE QUESTION WITHOUT GIVING SOMETHING AWAY.
709672 Guy gets a job to deliver a package, turns out it's an orb that unlocks dormant abilities of certain individuals with the "Conduit" gene. Cole's blamed for everything, canonically he remains good and wins everyone back to his side. As time goes on, the electric man gets more and more powerful, liberating the city from several terorist organisations under the control of three more conduits, the members of one are controled by a... black liquid plague or something. Won't spoil too much, but it turns out the main antagonist comes from the future to accelerate Cole's power growth, intending to prevent what is effectively the end of the world.
Time goes on, Cole gets more powerful after running from the thing that appeared early due to the former antagonists' intervention, the black liquid plague appears to be spreading across the world and there's a machine that cures either Conduits or Humans. Cole sacrifices the few for the many and dies. As for the Amp, it's something designed by Zeke to, it's for harnessing Cole's electricity for more up close and personal encounters. It can probably be compared to a sword, only with the blade replaced by powerful electrical discharges.

As for the story itself, it's pretty good so far. I'm looking forward to their reactions when they find out about his abilities, possible likening to unicorn magic only to be shot down? ... For once, I've got no theories. I'll be following this mate, it's too interesting not to.
And as for Cole's voice, Zwei is superior.

710345 Meh, I always preferred hammering the enemy with Bolt Stream while Ice Launching like no one's business and the occasional Cluster Grenade to deal with those pesky Ravagers. (And yes, I did play Infamous 1. The favorite power there was Lightning Storm. SO BADASS)
That being said, some evil powers are pretty awesome. Firebird Strike + Infinite Energy from Bio Leech = I CAN FLLYYYYY (for like 5 seconds)
Interesting concept here. You've got Cole in Equestria. I assume you're going the good route for his personality. (Or, y'know, you could have him show off his Bio Leech and horrify the ponies.
