If I remember correctly, the tenno have civilian refugees in their base on Lua. A lot of lore implies they don’t care about people and are just in it for themselves, but what the game shows us is people trying to ensure everyone is safe and can live their lives how each individual chooses.

I don’t know how far the lore has come since I last looked about three years ago, but I think they probably rebelled against the Orokin to liberate humanity from what seems to have been a utopia of brainwashing and blind oppression and abuse.
