Well, today’s the day. I still haven’t seen Cadence since last night.

I’m nearly out of here though, just need to work this brick out of the wall and from there I bet I can get a hole big enough to escape.

“I joined the Overlord’s engineering corps a few months back when they had a recruitment drive in preparation for the attack on the empire. Somehow their background checks missed out that we went to school together. Lucky us eh?”
“I guess so. I mean, that lull in the fighting definitely saved some lives on our side. It was really what we needed. I mean, we didn’t win in the end, but I don’t doubt that it would have been so much worse without it.”
“Hey man, it’s cool. I was just doing what was right you know? I just wish I could have done more earlier. Maybe it could have ended in a full rout of the enemy instead of you.”
“Hey, don’t beat yourself up too much man. I’m just glad someone was looking out for us.”

What I don't get is why he decided to actually hold an execution this time instead of just shooting them both and be done with it?
I mean for Shining I can see something with the whole traumatizing Cadence idea; but what about Boulder Hoof?
What reason could have possibly justify keeping him alive and publicly execute him when making an example is not considered a good reason?

Because public prepared execution of beloved hero with great amount of spectators crush eventual hopes and by this greatly decreases any desires of resisting in society. And Overlord need it for mental destruction of Cadance in order to dominate her.
6645736 yeah, again, this story has implied that making an example is usually if not always a wrong move by the overload so that's discounted for.

6645800 This is a bit difference; this isn't a random nobody, this is a someone everyone sees as a hero. It gives the illusion that if you're not important you're not going to get blown to hell.
Also, by this point he's won and all that's left is clean up. This is the exclamation mark on it.

This does seem to conflict with rule #4, but not really in a direct way.
