Overlord Rule No:73 I will not agree to let the heroes go free if they win a rigged contest, even though my advisors assure me it is impossible for them to win.

The Evil Overloard doesn't have to agree to squat and even if he decided to do so he wouldn't have to honor his word in the end, for evil doesn't need to abide to silly things like moral integrity.
