Oh yea, it was mine.
So here I am, kneeling in front of the statue in the grounds of Canterlot High, wrists deep in a mess of wires, cables and blocks of suspiciously labeled substances. Good thing I have small hands.
All while a small screen in the corner ominously counts down. Three hundred and falling.
“Ok, assuming this counter is reading in seconds, we’ve got five minutes. Pinkie, you made sure the school’s evacuated?”
“Ma’am yes Miss Shimmer Ma’am! Everyone removed from the building and accounted for!”
“Right then, that just leaves you guys. Get out of here right now.”
“Now hold on an apple pickin’ mi-”
“No arguments! This thing is clearly going to be at least strong enough to blow this statue to pieces, but honestly, it looks a bit bigger than that. If I can’t deal with it then you could all get hurt, and I won't allow that to happen!”
“Sunset, Darling, how can you expect us to abandon you like this!?”
“Because it’s the right thing to do and we’re running out of time! Don’t argue with me!”
“Damnit Sunset! You better get out of there too before that thing goes all nuclear ok!?”
“Promise Dash, now go. Please!”
Right. Are they…? Yea, gone. Good. Now I can really get started.
So this wire leads from the power circuit to what I can only assume is the detonation circuit, yea...all these ones go from there to the blocks stuck all around the statue.
This one goes to...pressure pads, attached to the back. Thought so, if I move this, it’ll go off instantly.
Once I’m done with this I need to find out what’s going on in Equestria. I’ve not heard from Princess Twilight in months, and now this? Someone trying to cut the portal off with a bomb? What kind of madness has taken hold over there?
Something’s happening in magical pony land, I can feel it, and it’s bad.

Yeah, the bomb squad really would have been a much better idea there Sunset. Trying to do it yourself is a nice gesture, but this is exactly why it is best to let the professionals take care of things.
Don't leave any opportunity to disable your plans being the ideal, the alternative is to deceive the enemy in an attempt to prevent them from taking advantage of whichever opportunity they got.
In addition when concerning an explosive device one could design a back up explosive in case for some reason the first is rendered disabled or design it in such a way it can't be disabled.
Although truly either way, if there is an opportunity for the hero to disable your plans the best you can do is more than just reducing the likelihood they will be able to take advantage of that opportunity, is to count that it will.
After all there is an infinite amount of ways to deal with a seemingly unstoppable bomb with a undefined explosion time given the opportunity.

Yeah, I'm going to question the logic here just a bit. Now, I have no issue with the bomb as it is: follows the Evil Overlord's rules perfectly, and is fine as it is. No, my particular issue is this: why send a bloody bomb in the first place when the only known way of getting to the dimension the presumed target (Sunset Shimmer) is in is through a rather a crystal mirror that can presumably be shattered from the Equestrian side without running the risk that Sunset will either a: call in a bomb squad and not even be killed by it or b: somehow diffuse it even with an inaccurate digital counter.
I suppose it's possible there's a fear that Sunset and friends will make some new portal into Equestria if the first one is destroyed and come in and cause issues for the Evil Overlord, but it's rather unlikely because of the relative lack of fully controllable magic in this world, and furthermore, there's a rather high chance that Sunset and friends wouldn't have been killed by the bomb if they'd just called in the bomb squad or I don't freaking know just evacuated. Yes, Sunset didn't leave here, but that's author induced stupidity on her part-the school's been evacuated so lives aren't at stake, so why the hell would she risk her own life? Buildings can be rebuilt and aren't worth dying over or even the risk of dying over. If the bomb's function had been to destroy the gateway/portal, then why the hell didn't he just destroy it on the other side where the possibility of failure was minimal?
So, yeah. The Overlord's rule was followed here, but there's a whole host of logical issues with this and outright forced character stupidity and death for the sake of "plot" convenience rather than what the characters would actually do. Granted, I'm doing this based on my own interpretation of Sunset Shimmer post reformation, but I think it's fairly close to canon as to what and how she actually is.
7094233 Probably because creating another portal from the Equestrian side will be far more simple ('cause well... magic) and that even the best Equestrian portals won't help if they have no point to connect to. The original plan was probably to destroy the portal and then not bother with Sunset at all. And that would also be the reason Sunset tried to disable it: Would the portal get destroyed, there would be no possible way to recreate it from their end, while as long as there would be a magical point over in the other world, the Equestrians could crank out as many portals as they please.
(Also, there is the thing that Equestrians just... never really striked me as very smart. Like, at all. Though this is personal opinion, given I have never encountered a problem that friendship could solve and big amounts of violence couldn't solve).

The mirror is supposedly one-of-a-kind artifact, and why waste a resource that you already control? Better to destroy the other end and re-use the mirror as you see fit.
The timer was probably just long enough to be noticed and get any potentially problematic do-gooders inside the blast radius, and two minutes too short for them to do any good. Otherwise, he'd have set the timer to a few seconds, only lasting long enough to cross the portal and escape.
