An interesting take on magic.

About pegasi and wings, their winds are definitely too small for flight, but would still make excellent control-surfaces and be useful for breaking.
Interesting ideas, but I was confused about the little magical creatures that give ponies their magic. Also, while Pegasi definitely need magic to fly (probably to make themselves and objects they touch less dense), they clearly rely on their wings to fly, too. Remember how RD couldn't fly whenever she hurt her wing, and Daring Do also hurt her wing and couldn't fly.
